The Project

It’s a time of significant transformation for the Egyptian electricity sector. The Egyptian Electricity Transmission Company (EETC) is responsible for managing, operating and maintaining the transmission grid and implementing electricity transmission projects on ultra-high and high voltages across Egypt.

EETC is restructuring to become a Transmission System Operator, Wholesale Public Trader and Market Operator. Supporting phase one of this journey, ESB International provided technical assistance in line with realigned market operations.

Our Approach

  • The Challenge

    To assess the current structure and propose necessary changes to transform EETC into a Transmission System Operator efficiently fulfilling its mandate stated in the new Electricity Law.

  • The Solution

    A comprehensive gap analysis, alongside proposals and capacity building across organisational, governance, financial, and accounting unbundling. ESB International undertook a review of relations with other stakeholders, decision-making processes and performance monitoring and evaluation systems.

What we delivered

Our trusted and highly experienced team has extensive international knowledge to deliver the restructuring of state-owned utilities and provide technical and organisational guidance, all whilst supporting management and sector stakeholders.

The team provided technical assistance by conducting analysis and assessment of the current operations of EETC, which included organisational, governance, financial and accounting management, and performance monitoring. As a result, the project identified the preferred vision. In addition, it delivered a gap analysis and detailed short, medium, and long-term action plans needed to restructure to an independent Transmission System Operator, wholesale power trader, and market operator.

This project successfully helped sector stakeholders understand the actions required for EETC to become an independent organisation, meet the requirements of the Law, and implement the vision of becoming a Transmission System Operator.
